You could have a faulty switch mode power supply.
Computer does not boot up The problem maybe the RAM, it is faulty or just needs reseating to make proper electrical contact.
Reseat the RAM and then boot up your laptop. If it still does not boot up then remove the RAM module/s and take them to your friendly computer repair shop and get them to test the RAM for you. Just like you sometimes need a mechanic to repair your car, sometimes you do need a technician to diagnose and identify the fault or faults on your computer. Not only does a good service technican have the experience to deal with this type of problem, they also have the equipment that allows them to look at things the average computer user can't see, and he has a collection of replacement parts that can be used to quickly test individual components on your computer.

SOURCE: How to remove tower cover...

There are going to be a few small screws on the the back right side (if you are looking at the back of the tower. Remove the the screws from along the edge of the side ( you may have to loosen both sides ) and the case slides towards you then lifts off. If it doesn't budge use a flat head screwdriver to pry in between the cover and tower case and gently slide it towards you. Trust mr it won't break cause it's metal and if it bends you can use pliers to bend it back to shape. Hope the info helps GOD Bless You.

SOURCE: I BOUGHT CHEAP RAM, EBAY, DELL DIMENSION 8300 HUMMING

This system supports ECC and non-ECC Rambus modules. ECC and non-ECC modules can be mixed but ECC feature will be disabled. Modules must be installed in pairs. multiple modules - PC800 the max is 2 GBs
systems tool...run disc clean up...put a check mark in every box, you don' need anything there as it is all copies you have elsewhere...
then defraggment also in system tools.
If you really feel like making that ole girl hum, do a complete reinstall using the latest drivers from the dell site. If you use your service tag number it will select the better drivers for your application.

SOURCE: How do I remove the power button on Dell Dimension 8300 desktop

open the side- and along the just inside the front exposed edge there are several tab that get push inward to release the front. They have a tendency to catch again when you go to the next one...you'll just have to play with it a bit. once that is open you'll see the other little plastic tab that holds the switch assembly . Don't forget to UNPLUG the power supply.

Dell Dimension 8300 wouldn't start

Sounds like a power supply. You are getting the standby voltage and not the switched. plug all your wires in except the big 20 or 24 pin motherboard connector, take a small wire and short the green (PSU_ON) to black (ground) wires. This will simulate the computers "ON" signal. The fans should all spin up and your plugged in accessories should work, which means bad motherboard, if not bad power supply.

Will not start

That's just about the opposite of what most systems would like. The colder they are, the better they run. There's a good chance your power supply is dying. Also, check and make sure the vents are not clogged with dust.
