The Hand Control has probably bent in from use. ( Where she Pushes the throttle Control )
Grab a hold of it and bend it out towards you slightly
The part about the indicator going down when she moves and back up when she stops is normal

SOURCE: THE SCOOTER MAKES A HIGH PITCH NOISE WHEN THE KEY IS TURNED ON

In electronic equipment, it is often a capacitor (One of those electronic thingies in the control box.) that begins to fail and results in a high pitch noise (Oscillation) that will drive you crazy. They still operate correctly but over time they will totally fail. Unfortunately this may require a technician to assist. Happy scooting. Regards Chris… info@mymobility.co.nz

Hi. Its easy to identify the pins out. Put the probes into the socket on the scooter to read the polarity. the two terminals on opposite sides will be the positive and negative battery supply. The pin to one side is to disable the scooter when the charger is connected. This terminal is normally connected to negative when the charger socket is in place.
Most faults like this are caused by a broken wire in the charger plug orv by a faulty connection in the scooter. Sometimes the charger socket is faulty, check for heat damage or melted plastic.
Check the battery connectors. Good luck. Neil.

Disconnect the battery cables and allow it to remain disconnect for at least 10 minutes. Doing this should allow the electronics to reset themselves and solve the problem. If that fails, in the UK call
0800-046-8136. They can help you over the phone.

My dad has a merits 4 wheel pioneer that flashes 5 times what fault code is this

This flash error code for the dynamic controller indicates a park brake fault. Try moving the brake lever back and forth in each direction to clear the fault. You may have a faulty brake or brake microswitch. You can test the brake with a voltmeter. It should read 40 to 60 ohms and not shorted or open. You can test the microswitch by pushing it and checking for switch closure using a voltmeter. You need to turn the scooter on and off to clear the last fault. Hope this helps.
