My monitor is really dark, I tried turning the brightness and all up on the ATI control center but it doesn't seem to be the proper solution. If I turn it off and unplug the monitor from the PC and let the auto-test thing run, it looks perfectly normal, as if it had nothing wrong with it.

Leave the monitor hooked up to the computer with you booted up into windows.Go into the menu on the monitor itself. There should be a button on the monitor itself that will allow you to go into its own menu. From there try to find the brightness and contrast controls and turn them up. If after you turn them up the display stays dark then your monitor is bad and it will need to be replaced.

Not cleaning per sey but a tune up. CRT monitors have alot of things going on inside (high voltage and high heat). This causes parts to change value. You can send this to my company for a tuneup or take it to a local serviceman. The average price price should be +- $100.00.
If you are not a technician you can´t solve this problem because are to desasembly your device and check the Q7 and Q8 and C5 that components are on bad conditions and need to be replaced,I told you because i repaired one of these monitors for the same problem

Also try upgrading to the latest ATI software and drivers. You can also try and change the frequency refresh rate to 75mhz. It in the Control Panel under 'Display' and tab 'Monitor'.
