Okay i have a RCA L32HD31YX12. The tv will have random white vertical lines appear when i use the volume control, or when i am using the menu, or pretty much any white lettering or white light on the screen appears. these lines fade after the menu/volume bar/white stuff is gone. the tv does this no matter what hd input i use or regular a/v input. I searched the internet and saw that it is the t-con board, however i want to be positive before i buy one. I have a picture of what i am talking about but i can not upload a picture to yahoo answers so that will do me no good. These lines appear in any menu weather it be on my blue ray player or my xbox or even the tv menu. they get more intense the longer i leave the menu/other stuff on the screen. then like i said, they fade slowly once the menu/other is no longer on the screen. Also sometimes it seems like the tv is not fast enough to keep up with the picture so during some scenes on movies, there will be like a ghost effect if a person moves really fast, or during game play if I turn my charachter to fast there is a ghost effect. This sounds like a refresh rate problem to me, which also leads me to believe it be the t-con board. If anyone knows for a fact that it is the t-con board please let me know so i can make the repair and not have to purchase a new TV. thank you.

with the whole "refresh rate" thing i included, this does not seem like a power supply issue to me. also, i seen your comment on another persons problem and its the same thing.. and one more thing, I do not have the means to take it to a tv repair shop as there are none around me.
Just noticed, there are also horizontal grey/black lines at the top of the screen that are semi-hard to see.
