Does closed water supply valve cause damage to dishwasher inlet valve or control board damage?

no
no water flow means that the inlet solenoid valve will stay open until the water level sensor is triggered by the water level

Ok here the problem my mom dropped her psp in the toliet then tryed to see if it still worked. it started up but wouldnt play games and after a bit it wouldnt turn on at all. its been about three month...

It's water damaged. It's very difficult, if not impossible, to fixed water damaged electronics. If you drop something in the water, you're supposed to rinse it off with distilled water and let it dry completely. If you turn it on while it's still wet, it will damage it permanently.

What kind of problems can be caused from water

If it has water damage, than that means something is wrong with it. Water damage is the worst thing for electronics(as you probably know). If there is a chance of it still being wet inside dont turn it on(you turned it on didn't you?) Dude just get your 360 replaced. If it has water damage and still works, the life of your console is probably reduced greatly. Just try and get the new console if you can. Sorry if your hard drive got the wash too.

But if you can:

  2. clean it with a solution that can asperat and vaporate the water
  3. use some warm air to blow it over the chip like dryer
good luck;)

Phone wont turn on

You'll need to take it to a tech so they can clean the water damage and oxides that have accumulated inside. You answered the problem on your post by saying the phone has water damage.
