The external battery pack supplied in the box with the watch works in "Try Me Mode". There is a reset button on the back of the watch. Reset the unit and the USB port will work. I have two units that had exactly the same problem. Both are charging now!
I know it sounds a little silly but verify that all the batteries are working. Sometimes batteries that are still in the package may be already drained. The way to do this by installing them in another electronic item that requires the same type/ size battery. Another basic thing to check is the positioning of the batteries so that you have the correct polarity. Polarity is the proper positioning of voltage. In the case with batteries, yopu are dealing with DC or "direct current" voltage. This means that there is a positive+ side and a negative - side. Most toys have the signs + or - printed on the battery tray. Just some basic things to check... good luck.
Try replacing the batteries. It takes 3 AAA's. Unscrew the screw in the blue side to remove that face and expose the batteries. Also, you have to turn it on with the switch which is located in the corner of the red side.
Sounds like you need to reset it. If you need help finding the reset button, go to www.hasbro.com and click on Customer Service, then click on Instructions and find your toy to pull up the PDF file of the instructions. Hope that helps!
