It is probably your SS board. I had the same problem with a customer unit. You must make sure you get the right board because there are 3 versions of this unit. All Panasonic parts as well :/

Getting sylvania scr1986bt-as in standby mode

I think I cracked the code on this inexpensive but potentially infuriating little clock. When you first plug it in, it goes into STANDBY mode (identified by flashing ":" in the time display). In this mode, you set the time, alarms, preset radio stations, etc.
Once these are set, you go into NORMAL mode by pressing the SOURCE button (in the back row). In NORMAL mode, the : in the time display is steady. In different modes, the middle row and front row buttons do different things.
To return to STANDBY, you have to unplug the cord briefly and plug it back in. In STANDBY, the (front row buttons) AL-1 & AL-2 allow you to "cycle through" [buzzer-radio-off ] options for each alarm , and alter the time setting for each alarm (middle buttons). Once set, just wait and it will accept the new setting and display.
In NORMAL, the front row buttons raise or lower the volume of the radio. CAUTION: if you chose the radio setting for an alarm, and set the volume to 0, it will not wake you up! The middle row buttons only do anything when the radio is playing (SOURCE in the back row), when they can be used to tune the radio up and down, or move to preset station. Note that the SOURCE button is also used to select Blutooth sync, indicated by the blinking Bluetooth light on the right side of the display. To stop this from blinking, press SOURCE until AU (for auxiliary) appears and simply wait until it returns to NORMAL display.
Hope that helps.

Setting clock on Sylvania SCR4986

This is what i found:
Clock Setting
The clock can be only set while the unit is in standby mode
1. While the unit is in standby mode, press the TIME_SET button into clock setting. The LED
display will start flashing, press REV/DOWN or FF/UP to select 12h display or 24h display.
Confirm your setting by press TIME_SET again
2. While the unit is in standby mode, press and hold the TIME_SET button for 2-3 seconds, the
hours will start flashing, press REV/DOWN or FF/UP to set the current hour, press the
TIME_SET button to confirm the setting, then the minutes will start flashing, press
REV/DOWN or FF/UP to set the current minutes, press the TIME_SET again to confirm all
setting. The time is now set

I have a 19 inch Sylavnia HDTV (Model #LC195SL9 B - 120 V~60Hz 55W) and have had it less than a year. All of a sudden the TV will not go into standby mode and the TV appears "ON" all the time. I do not get...

Sylvania 6419TE

The issue is the powerboard is not going into staby mode, unfortunatly this will need repair if its under warranty this repair would be covered. Now there is no real issue here if it does not go into standby but to save on those eletricty bills i would simply unplug it anyhow. The issue and reason why products have a stamdby mode is for auto timers and record timers things like that. What happends is the power supply inside is not going into its standby mode and the reason behind this is a defective relay.

I could get techincal and down to componet level but I will loose you in the tech mist. Quite simple here get it repaired or deal with it until it finally goes out. The power supply is on its last leg.

your transformer on your power supply is bad, i would recomend replacing the power supply, usually when the transformer goes bad , it damages other things on the board, should be around a 200$ part

I had the same issue. Turned out to be a blown capacitor on the power board.
