To use scroll function, you have to install the touchpad drivers, which are available from Toshiba Official Support. Click Here to download the required touchpad drivers. Select 'Touchpad' from Category and install Synaptics or Alps Drivers (Depending upon the type of touchpad you have on your system).
If all drivers are loaded and you have checked that it is not disabled in hardware then it might be the ribbon cable which connects the touchpad to the motherboard. There is little to fail mechanically within the actual touchpad itself.
Look for Fn function key - Most laptops have this special key Fn that is next to the Ctrl key on the keyboard. It should have a blue or green color, easy to find.
Look for F1 to F12 functions keys, they are on the top row of the keypad. Look for one has an icon that looks like the touchpad, which is to control the touchpad of your laptop. It maybe F8 or F9 depends on each make of your laptop. These function keys also control the brightness, sound, wireless etc.
Now hold down the Fn key and the F10 key to enable the touchpad, in this example, the Toshiba laptops. You press them again to disable it
If none of the above works, plug in an USB mouse, then check into the Control Panel -> touchpad or mouse configurations. Also, check Device Manager if the touchpad driver is installed and working
if this is the touchpad, try to reinstall the touchpad driver. You can uninstall it through the device manager while using an external mouse, then download the latest driver from your system manufacturer's web site. After that, make sure the touchpad is enabled and if this does not work, you may need a replacement touchpad, though you may also try system restore or OS reinstall.
u can turn on or turn off the touchpad functionality of ur notebook..what must have happened is u would have turned off the touchpad of ur notebook by mistake & now u dont know how to turn it on....The key to turn on the touchpad can be different on different notebooks...so it would have been easier for me to provide u a resolution if u would have also mentioned the model of ur notebook... Generally there is a small button just beside the touchpad which is used to turn or off the tochpad, if the small button is amber in color then the touchpad is turned off & if its blue in color then touchpad is on...otherwise sometimes there is no button beside the touchpad & then there is a key combination to turn on or off the touchpad & it is Fn+F7....

YOUR OPERATING SYSTEM MAY HAVE BEEN RELOADED WITHOUT PUTTING THE MANUFACTORS TOUCH PAD DRIVER BACK.WINDOWS WILL LOAD AN AUTOMATIC GENERIC DRIVER WHICH WILL LEAVE THE TOUCHPAD SENSITIVE TO CAPACITENCE FROM YOUR HAND. ALSO YOU CAN DOWN LOAD THE TOUCHPAD UTILITY FROM TOSHIBA TO ADJUST THE SENSITIVITY.
