Does a user have to have a static IP address on both ends of the tunnel in order to establish VPN. I have user who would like to use it between work and home but I have never messed with it. I have done it locally with another pc but that is all.

No, as long as you setup the port forwarding in services and firewall rules, usually port 3389 you sholud be ok

I use it without static at home
