I think instead of calling to hardware support for this problem better you look for software support for password recovery. You need to switch the administrator to another user also you can use good and accountable password recovery software such as Stellar Phoenix windows password recovery software to reset administrator password.
That would be the best solution. As long as you can login and the account has administrator rights.

Get a motherboard manual from Dell.com.
Look for jumper 1.
remove jumper 1.
Power on.
Wait till PC powered on then power off.
Replace jumper.
this will reset ALL BIOS setting including password.

the manufacturer defualt password is 'dell' so you can try that. Otherwise reset the cmos chip by following the instructions in your motherboard manual. The reason it will not load is that when most os's install,. they install the neccesary drivers and software for the hardware present. Moving the harrdrive will not generally work. Your best bet is to back up all the data on your old machine to dvd etc and then format the drive and complete a re-install.

Dell describes an easy way how to clear the CMOS settings in their manual for the E310. You can download it here. Look at page 110 (page 112 in the pdf-file) and follow the instructions.
!!! Turn off the power and unplug it from the wall. Wait a minute or two before you open the cover (page 63, pdf page 64), so all transistors and capacitors have the time to get rid of any electricity.
If the jumper method does not work, remove the CMOS battery for 5 minutes and put it back in (page 95/96, pdf page 96/97). That will clear the settings as well.
...and remember: ESD (Electrostatic discharge) is your enemy No.1 here! Make sure not to touch any parts of the motherboard or wear an antistatic wrist strap.
