My washing machine would not spin all the water, a bath mat had disintegrated, I got all the bots out of the filter the filter, I have replaced the filter but feel that I may not have replace it properly as it does not spin now. I am positive that maybe I have not put filter back in properly as it was awkward to put black cover back on

Regardless of the filter not being back in properly, this would not stop the m/c spinning. Remove the filter, and check it again for blockage. Push the hose on as far as it will go, or it will leak
Try spin again
Make sure you have not disturbed any wires to the motor, if still no spin, then remove motor and check carbons in motor.
