I am trying to figure out how to install the straps. None of the straps are installed. I also could not figure out how to remove seat cover for washing. It was manufactured 05/22/2002 and has a code of AO3B.
First, thread the strap through the piece that clicks into the crotch point. Then, thread the strap through the **** on the seat just to the side of the crotch lock. Run the strap under the chair and through the **** on the opposite side of the bottom of the lock. Then, run it through both sides of chest lock, up through the shoulder points and lock it in the back. You're done!

Yeah its a bit tricky. ON the fron of the car seat there is a strap that goes intot he seat and has a button to lossen it. Press it down to lossen that strap then flip seat over and on the bottom you will find other end of the same strap and it has a brass t-fitting. Take it and pull it up the back side of seat and the shoulder straps fit into the brass fitting then tighten by pulling strap in front of chair.
Go here to download a copy of the manual.
The straps that are in the area where you'd thread the seatbelt to install are for LATCH installation if you have LATCH anchors in your car - but you can only use seatbelt OR LATCH to install, never both. The strap at the top, with the same hook, is the top tether.
Instructions for using both are in that copy of the manual - the installation instructions for the Regent vary depending on your child's weight, so read it carefully.
Are you sure you're looking at the UAS/LATCH strap and not the top tether?
Your seats should have a long strap with a hook at each end that goes through the belt path (the UAS strap) and another at the top, for top tethering once you turn them forward facing.
The UAS strap may be hooked onto the sides of the seat or bundled together underneath...take another look at your manual to find out where they store it.
Alternately, install with the seat belt - neither LATCH/UAS or seat belt is "safer" than the other...the LATCH/UAS is just supposed to be more convenient.
I maybe able to help as I am in the process of installing this seat for the first time and was encountering the same problem of pulling the release handle and no extra strap coming out.
It has to do with the the splitter piece that holds the two straps together at the back of the unit. If it is too far down the back, it gets caught underneath and no matter how hard you pull on the release strap the splitter piece gets caught underneath which does not let extra strap come out.
The only Solution I have figured out so far is to pull the straps from the back out and down while holding down the release to make sure the splitter piece doesn't get caught.
