God of War II being one of the few Dual-Layer discs on the PS2, it is possible that your problem originates from your PS2 lens being unable to read it correctly. The PS2 Slim is supposed to be able to read Dual-Layer, thus you should try cleaning your lens, it may be dirty, leading to this kind of error while still able to read Single-Layer discs.

Hello, you are most probably using a PS2 Slim, they have a very sensitive Lens Radiance. If the CD is a little scratched, a CD lens cleaner could help. Or if it is not a PS2 Slim, it must just require a CD lens Cleaner :)
Try inserting the disc in your computer. If it reads its fine. Then look if the Slus...... is compatible.maybe thats why it doesn't play. your ps2 must have an old bios system even if slim.
i cant really seem to find a link or at that about anything for it. but what i have found seems almost the same it all has to do with the lens get a can of air and spray around the lens...but dont spray directly on the lens if i come across anything more helpful ill let you know
If you don't mind reading here is a good guide on how to possibly fix the disc read errors that are very common on the PS2 http://faqs.ign.com/articles/387/387912p1.html
To fix this problem, you will need to open your PS2 and re-adjust its lens. To open your PS2, first turn it upside down. Remove the 4 rubber feet and 6 square tabs (circled in the picture) by sliding a flat screwdriver (or something similar) underneath them.
