Satelitte toshiba u405-s2824 loaded new bios now wont load windows keeps restarting

Terrible sequence. You should load windows on the old bios the flash the new bios.

Did the windows installation complete? What keeps restarting the windows installation or the boot process?

If the boot process keeps restarting try running the check disk utility.

To run the check disk utility you will need a repair disc ora operating system disc. Put the disc in the cd drive and boot fromit. You want to get to the Dos Command Prompt (Black screen with whiteletters) and type the following command: chkdsk /r
Check disk will run well over an hour or two and you will notice thepercentages going from high to low, this is normal. Let it run tocompletion. Then reboot machine.

If check disk fails to solve your problem you might have to reinstall windows.Try doing a Repair Install that way you don't loose your data, documents, music, pictures, videos or programs.

In windows xp you get to the dos command prompt by selecting R for repair whenthe options appear.

In Vista and Windows 7 you want to get to the recoveryconsole and look down at the bottom of the window for the Dos Command.

My laptop has been freezing for a while now, I've been getting a black screen with a blue bar across the bottom of the screen where the taskbar should be. Sometimes it boots up and makes me go into...

If you have Windows Installation disk, use to repair Windows.
First go inside BIOS(Setup) with Del or F2 and change under boot options for CD/DVD to boot up first before HDD.
Put the CD in, boot from it and select repair windows once it comes up

Laptop wont even attempt to load windows??

With this kind of problem, you must put in the Windows software disk and boot. Then select repair Windows from the list. This option will attempt to correct the problem.
If you do not have the disc, boot into the repair / diagnostic mode from the boot screen. See if there is an option to create boot disks.

Screen "Flashes" on/off

You could have a faulty CCFL lamp or inverter, To determine if you have a LCD screen, inverter or video card problem, read this and follow these instructions.
Defective CCFL backlight, it may have the following symptom: Screen flashs on red/pink and off. Picture stays on in red and slowly be come normal. Picture flickering with dim display or appear black. Picture flickering on and off. All these symptoms indicate that the LCD backlight lamp (CCFL Lamp) has reached the end of the life and all you need to do is replacing the CCFL lamp.
Connect an external monitor to your laptop and power the monitor up first then the laptop, if you see the normal Windows images then the video card and laptop is OK and the problem is definitely the backlight. Dim image and/or dark display on the laptop's LCD screen indicates a faulty LCD backlight and it could be the inverter that supplies high voltage to the CCFL lamp or it is the CCLF lamp is nearly burnt out or burnt out, most likely this is the case.
The inverter can be replaced easily but the CCLF lamp is more time consuming and requires soldering skills.

Need help with toshiba dynabook satellite 1801

Sounds like you may need to re/install or update some drivers.

Attempt to boot the machine into Safe-Mode.

Continuously hitting F8 while booting will get you to the Boot Option Menu.

If you can successfully boot into Safe mode, this may be enough to put things back together.

Attempt Safe-Mode and if successful try a normal boot.

Start from there and let us know the results.

Vertical Lines Display - Recovery shows setup not complete

As per my experience, the problem is not because of your Video Card/Driver. Such a problem arises due to faulty RAM. Change your RAM and enjoy computing.
Thanks

Screen goes blank(not Black, but dark) after windows boots

Perhaps it is trying to power an external monitor. Try this: Once your computer boots up, hold down the "fn" key (usually bottom row of keyboard) and then hit the key that shows what looks to be a monitor on it. Usually on the Toshibas, its the F5 key. This key will always be in the F key row. Let me know if this helps.

Laptop screen does not show desktop and remains blank after boot.

This is a driver loading problem, where the OS is trying to load a communication layer for a device which then fails and drives the machine into a steady loop. Unplug all devices and cards from the machine and reboot. If this works normally, you have a device driver problem with one of the things you have plugged in and need to troubleshoot it from there. If it still hangs, I bet you have a bad video driver (or USB driver). Reboot to SAFE MODE and then try changing the drivers for video and USB (and then motherboard drivers if any) to Microsoft standard distribution drivers until you get a normal boot and know which device/driver set are causing the trouble. Then hunt up updated drivers for that device on the web. Vista especially is very driver buggy.

If all else fails, reinstall the operating system using the REPAIR option.

Good luck...
