Not economically. The ticking sound is a sure sign of high-voltage shutdown, and is coming from your flyback transformer - the most expensive part in the TV besides the picture tube. Even if it's not the flyback, troubleshooting the high voltage section is usually more than the cost of a new TV.

Its horizontal output section circuit has a short circuit. If you are not familiar with electronics, do not attempt to repair. Whether you suffer fatal electrical shock! Instead, contact the nearest service center.

SONY MODEL KV-G14Q2S TV IS ALWAYS ON STAND BY INDICATOR AND REMOTE SENSOR INDICATOR LAMPS AND TIC-TIC SOUND GENERATES FROM CHOPPER TRANSFORMER

The SMPS sounds as if it is OK. The line output transistor has probably failed and maybe the transformer. Before leaving it as repaired, check the tuning capacitor across it and check the 135volt HT line for stability.
Hope that helps.

Sony Trinitron

Take it to an authorised repair agent. Sonys can be very complicated for both amateur and professional alike. I have spent hours on some of them. Most probably a failed voltage regulator though very common for Sonys and expensive.

Toshiba 24AF41 24" TV Problem

The tic tic sound is a device called safety switch that keeps turning your TV off because an internal fault, such as a defective component or a wrong voltage is detected.
When is like that we say the tv is in protected mode.

Start unplugging TV power cord for one or two hours (it is called hard reset), this will drain power from tv and seset internal circuit, and sometimes can clear the error message, if the fault was only temporary.

If the problem does not go, then you have to troubleshoot the problem, probably some component inside the tv is faulty and may need to be replaced. If you want to do it yourself is better to buy the service manual.
Here you can buy parts and service manual.

If you need to call for repair you can use the phone number listed on the TV owner manual.
