Question about Dell E197FP LCD Monitor
Monitor buttons will not work at all. Montior will not turn off. Other buttons will not work. If the computer is in a power saver mode with the monitor it will power down. However, when you move the mouse or touch keyboard to waken the computer and the monitor the computer will wake and start working, but the monitor button turns green then shuts down immediately. By unplugging the power cord for a few seconds the monitor will power up. Buttons still do not work.

I buy and sell these monitors (Dell E17FP) the problem is with the transisters (Q739, Q740, Q759, Q760) they short out and the monitor will just blink on and off. You have to desolder them and test them with a simple battery and light circuit. The reason they blow is because of the dirty solder joints by the transformers. If only on pair of backlights work the problem maybe transisters Q751, Q743. I home this answers your questions.

Perhaps your computer is hibernating instead of going into standby which takes a little longer to wake up from. While you are playing plugs and cables it give it enough time to come out of hibernation.
When the computer is in this mode the USB ports turn off which disables keyboard and mouse so the only way to wake up the computer is to press the power button on the computer itself.
One tell tale sign a computer is in hibernation is that the power light on the computer will slowly blink.

the only thing you can do, is to get a qualified service technician if you are not an electronic expert. because the problem is in your power supply and inverter board. due to heat pressure inside can damage components specially capacitors.
