When I try to get the @ function on the 2 key it comes up with"
Have you tried going into Control Panel; Clock, Language and Region; under Regional and Language options choose change keyboards and other input methods. Then check that you have the correct keyboard for your region: in the UK and the US the @ and the " are in directly opposite places.

Your region and language settings are incorrect.
Go to control palel/Regional&Language settings/ use the drop down menu to select the correct region then click on languages tab/details and do the samme. apply and exit.

Click Control Panel
Click Classic View
Click Regional and Language Settings
Switch to use the "US English" keyboard,
instead of the "French" keyboard.
Or, if your keyboard has an 'ALT(ternate) GRA(phic)' key, hold that key down, press the '?' key, and a '?' should be displayed.
