It could be, although if it hasn't been modified in anyway it could be the battery. If your son has used this battery so many times, say a couple months or years, the motherboard or chip could malfunction, causing shortage of power. Try getting a replaceable battery, or if you know another friend or guy that has a son/daughter with an extra battery try using it to save money. If it's not the battery, could be the firmware, or version. Hope these solutions help, let me know if they do or don't.
Try eliminating the following two potential problems
The 1st problem is the batteries. When loading the batteries the 4 red LED's on the side of the board should start flashing. If this is not the case replace the 4 batteries the game came with.
The 2nd problem is the two middle batteries. Unlike the batteries on the outside the middle batteries can move freely. Add some thin layer of foam on top of these 2 batteries before sealing the battery compartment and everything should work fine
When the football hit the psp, it could have knocked some hardware out of place, possibly on the motherboard. If you know what you are doing, you could open up the PSP and re attach the piece, or find someone who knows how to fix it.
