1.Go to Start-> Run-> and type gpedit.msc
2. Expand the Administrative Templates branch
3. Expand the Network tab
4. Highlight QoS Packet Scheduler
5. Click on Limit Reservable Bandwidth and check the enabled box
6. Then Change the Bandwidth limit % to 0 %
Once you have done this click apply and restart your PC. After rebooting you should see a noticeable improvement in your net speed.

I'll assume from the wording of your question that you are using a USB wireless adapter.For the most part you get better performance out of a PCI wireless card (and better range) but you should also run a scan and clean with this program to make sure that your performance issues aren't due to spyware or malware also.

I am not sure of what type of memory your computer has but i will give you a list of probable causes and solutions:

1) Your hard drive might be too small or it might be full of stuff that will slow it down but this will be expensive to replace so i am going to show you how to speed it up. The way your computers hard disk works is by storing files on it, but there is no logical way for your computer to store it so it is stored anywhere on the hard disk instead of the beginning to the end and these are known as fragments. To solve this you can do the following: Click on "Start" then "All Programs" then "Accessories" then "System Tools" and then click on "Disk Defragmenter" and select C: drive to defragment, allow the computer to defrag your C; Drive, this may take a while, you should also defrag all other drives. To improve performance even more, Click on "Start" then "All Programs" then "Accessories" then "System Tools" and then click on "Disk Cleanup" and select C: drive to clean up and clean up all other drives as well.

2) This could also be a problem with your RAM (Random Access Memory), it could be too small and the only way to get around this is to upgrade or to make sure that you don't have too many programs running at once.

3) This could also be due to a virus. I would suggest that you download AVG Anti-virus or such alike programs and scan your whole computer to search for any viruses.
