My toshiba satellite l25-s119 turns on but the screen is blank?

If your laptop appears to boot up and the hard disk LEDflashes, then the problem is probably a back light fault. This can be a faultyinverter or a faulty CCFL lamp. Please click on this link and follow myinstructions to identify the fault and possible fix :- http://www.fixya.com/support/r3598095-faulty_laptop_lcd_screen

Laptop powers up, fan comes on then nothing but blue screen, restart to last known good config, nothing

This issue has been caused by a fault in the Operating System.
This is usually caused by bad or incompatible software, A bad driver install, or the addition of new hardware, However this issue can also be caused by windows it's self. My recomendation would be to take this machine to a local computer expert and have them repair it for you if you have data that needs to be saved. You will typically need to reinstall the Operating system or have an experienced tech find what is causing the specific issue.

If you do not have data that you need to save I would recommend using the manufacturers reinstallation cd that came with the computer if you have one. This process can take anywhere from 10 minutes to an hour or so but it will completely reload your computer to a like new state.
