It is better to re-install the modem drivers and try it agian. if it works the ok, otherwise re-installation of windows is recomended with a recovery disk or manually.
the modem does not seem faulty.

If you have the right Hardware (Digital TV tuner card) it will have come with the software needed.
If you dont yet have tv tuner card, thats what you need
Look for a key labeled "Fn" (blue lettering) on the lower left side of the keyboard
Hold the "Fn" key and then use the Up/Down arrows to adjust brightness.
If that doesn't work, reboot your laptop and get into the BIOS. There is a screen for brightness. I don't recall how it is labeled, but it's one of the last pages as you cycle through the BIOS options.
Just to cover the basics Are you sure you have correct IP Address for your wireless connection with the correct security passcodes? Try using the wireless connection wizard in control panel? Not to be funny BUT are you sure it is your modem/router you are connected to?
Both solutions are wrong. The Dell Inspiron 9400/1705 is a laptop. If you buy a Nvidia GeForce Go 7800 for this laptop, you need to buy a Dell Inspiron 9400/E1705 motherboard for a discrete video card. The integrated video is a Intel Graphics Media Accelerator 950. The integrated video has the video chipset on the motherboard and the discrete video (GeForce Go 7800) has the video chipset on the video card.
What you have to do is reduce your hardware acceleration according to dell. go to
Start> control panel> displays(in classic view)> settings> advanced> trouble shooting then just lower the slider a notch or two.
