Press and hold the "Code Search" button on your Philips remote until the indicator light stays on.
Press the "TV" button on the remote to set it to control the TV.
Press the "Power" button repeatedly until the TV turns off.
Press the "OK" or "Enter" button to save the code.
Manual Code Entry:
Find the code for your Sylvania TV in the Philips remote control manual. If you don't have the manual, you may be able to find it on the Philips website.
Turn on your Sylvania TV.
Press and hold the "Code Search" button on the remote until the indicator light stays on.
Enter the code using the number buttons on the remote.
Test if the remote now controls your TV. If not, repeat the process with a different code.
Try Common Codes:
Some common Sylvania TV remote codes for Philips remotes are 0810, 1684, 1886, 2183, 1081, 1172, 1196, and 2049. Try entering these codes manually.
Although you didn't explain what brand of universal remote this was for, all universe remotes have a code search option for this situation. Check the manual for your specific remote control for more details.
Often manufacturers of multiple brands will use the same infrared (IR) codes for all of their brands. For example, Panasonic and Quasar share the same codes as their parent company is Matsushita Industries. In your case Funai is the parent company of Sylvania and the parent company of Magnavox so you might want to try the Magnavox codes before doing a code search. As Funai also manufactures televisions for Toshiba and Sharp, so try those codes as well.
You need to be using the TV's remote, not the Time Warner remote. You are reading the TV's manual to set it's remote, not the Time Warner remote. If you want the Time Warner remote to operate the TV, you will need to find the instructions that the Time Warner box/receiver provides and enter the TV's code.

(For my TV, the search all codes is often better for universal remotes. The brand name codes listed didn't work; searching all codes found an exact match for all the features that I use.)
