SOURCE: White Smoke comming out of Briggs and Stratton 21 HP V2 engine.
The white smoke may have been caused by having water in the fuel, or fuel tank [due to condensation or exposure to rain and snow]. It may have been that the mower got tipped for cleaning purposes, blade inspection, etc. and oil from the low lying oil pan got into the piston.
Either way, I recommend installing a brand new spark plug and new gasoline [you can purchase a little gas siphoning hose for a dollar or so at any auto parts store] If you have gasoline left over in a can from last year it is safe to use it in your car as it mixes with lots of new gas, but not in your small mower tank as it is basically outdated fuel.

The oil is contaminated with water. Change oil and filter, if it has one.

A few more things to check.
1. The oil level. If the oil level is low the oil level sensor will ground the ignition.
2. Check the wiring from the seat safety switch to make sure it is connected.
3. Follow the black wires from the ignition control module to make sure none of them are chaffing and do not have a chassis ground.
If you still have problems disconnect ONE lead from the oil level sensor and see if you have spark. Most of the time these oil level sensors are the common failure.

Check the choke, if that doesn't work the old gas may have left residue that is plugging your ports.

I put a new carburator kit in a Briggs & Stratton 18 HP Twin. But did not replaced the needle nor the new seat that came with kit, because I did not know how to remove it and did not to damage it. now the gas over flows
