Is this the first time you seen this happen or has it happened in the past ? If its the first time - check to see that your mouse is securely connected to the serial or usb port. Other things to check: (For Windows XP ) right click "My Computer" select "Manage", select "Device Manager", select "Mouse and other pointing devices", select "HID-compliant-mouse" right click to mouse properties, select "Power Management" tab and uncheck the options "Allow the computer to turn off this device to save power" . For Vista: same thing except instead of "Mouse and other pointing devices" click the section "Universal Serial Bus controllers" and then select USB Root hub to properties then select " Power Management".
If everything ok there and mouse connections are secured but still frozen after reboot try another mouse.
