When I turn on my laptop it said that windows file missing or corrupt and is asking for a cd-rom. the problem is that I don't have that discs.

If you have the Operating System disc, you can use that if your computer gets an error like missing and corrupted files or a tremendous viruses attack your computer. My computer doesn't show D: drive. Device Manager shows yellow exclamation mark on DVD RAM drive. If I un install and then reinstall the drive using Add Hardware Wizard, I get a message: "Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)".
How can I retrieve the driver.

You don't say what the missing or corrupt file is. If the file is something like "C:\Windows\System32\Config\XXX", then buying the CD won't help you.
Try hitting F8 when you boot, select Safe Mode, and boot to Safe Mode. When Windows loads (assuming it does), then try System Restore.
