My elitebook constantly connects and then disconnects to projectors (different ones). This results in switching on/off of projected image.

The video output will automatically switch to the data projector first when you power up the data projector first and then boot up the laptop.
When you power up the laptop first you can toggle the Windows image between the LCD screen and the video port/data projector by pressing the Fn key plus the F4 key. Pressing these keys each time will switch the display from LCD screen to video port only, to both LCD screen and video port, and back to LCD screen only.

There is a key on the keyboard that has blue text on it. Something to the effect of LCD or CRT. With the monitor connected and turned on, press and hold the FCN KEY as well as the LCD/CRT key. While holding the FCN key keep hitting the CRT key until the image transfers to the external monitor

try pressing FN on your keyboard then press F3 = FN+F3 at teh same time to project waht is in the laptop to the projector........
if not go to desktop right click anywhere select display properties it should give you the option to select the monitor and projectors detected by the laptop to show what is on you laptop as well posbbile u will need to either expand or if the option cloning will be present to have both show on the laptop and desktop ^_^

I think it's probably FN+F8 that may do this on the HP laptops. The key should have a little icon on it in the same color as the function key (typically blue) that will toggle the screen from the laptop screen to the external. There are usually 3 modes to this toggle
1. Laptop screen only
2. External screen only
3. Mirrored on laptop screen and external screen
So try toggling with the FN+F8 key combination.
Also you can probably start up in safe mode to disable the external VGA toggle.
When you see the HP Splash screen, start tapping the F8 Key to bring up the boot menu. From there choose safe mode and see if you get the video back in safe mode....After that reboot and see if it will bring up the video in normal viewing mode.
