It sounds like you have got a bad cartridge. Rare but possible. When you flipped it and got opposite temperatures was the give away. As long as your volume was the same on both hot and cold, then the cartridge is bad>(

This link gets you to owners manual installation.
It wont let me copy diagram.
Step 7
You need to adjust the Rotational Limit Stop
The 1st position is default and allows the least amount of hot water into the mix. As you move it more clockwise it allows more hot water into the flow. If you move it all the way clockwise you have the greatest amount of hot water and run risk of scald.
Basically you have a faucet to help protect from scald if the handle should accidentally get rotated all the way to hot.
YOU HAVE A COLD WATER RESTRICTION SOMEWHERE. THROW A DIFFERENT FAUCET ON THERE, AND SEE HOW THE FLOW IS. MY GUESS: STILL POOR....TRACE COLD LINES BACK UNTIL YOU FIND IT
You don't change the setting on the faucet or behind the shower wall. You change the mix in the hot water heater itself. New hot water heaters are set at a relatively lower hot-water-setting for liability purposes. To achieve a hotter mix, take the cover plate off the hot water heater. You will see a dial setting that allows you to turn up the heat. Depending on what type of water heater you have, there might be two cover plates (lower and upper). If so, you'll need to adjust both of these.
check the angle stop under sink as sometimes the washer gets lodged in the orifice to stop..make sure water is off to house before removing handle to stop...check the hose...then the stem and seat to faucet itself.
SOUNDS LIKE THE CARTRIDGE ASSEMBLY IS BUGGERED UP. PART #46463.

It is due to the water pressure. You may need to install a pressure relief valve at your main cold water line, so you can set the water pressure and prevent your valve from vibrating, that is it it is annoying you,.Otherwise, just let it be..
well they should be same size but unless you getting more of one then other then sound like mixing valve is not mixing. do have 3/4 hook up to mixing valve? you only need 1/2" to valve.
Yes, you are on the right track, but Deltas use a fancier kit inside them. It is quite a bit pricier than an O ring, but will solve the problem. It is not hard to install at all.
