It's a common problem when you do a OS upgrade, Is that the only device in Device Manager that isn't working? Any Unknown Devices? You didn't supply the Model of Toshiba, or the original OS? Download and save the Card Reader driver for Win 7, Change the Compatibility of the driver and install.
Flash Drive or SD Cards? Flash Drive is where you put the mechanism into a USB Port. SD Cards are where you might take the card out of a camera and stick it into the SD Card Reader Slot on the computer.
Which one are you saying is not working? If its the SD Card Reader, go download and reinstall the driver again. Get onlineand got to www.google.com In the google search box type: "ToshibaSupport" (without the quotes and put your manufacturer name before Support). Look for downloads and drivers. Enter your model number and operatingsystem when requested. Download and install the Card Reader drivers.If all fails maybe your card reader has gone bad. Did you just install service pack 3??? if so you need to go to znet.com ....and get the newest codecs drivers that are compatible with servc..pack 3...make sure you delete old drivers prior to new driver install....Good Luck!!!
There will be a slot, the size of the SD memory card on the front edge or side of the laptop. The slot will be the same size as the slots in an USB memory card reader.

sdhc cards are not backwards compatible with sd card slots. sd cards however are backwards compatible with sdhc card slots. newer card slots and readers are sdhc and sd ready but i'm afraid your only option is to buy a usb sdhc card reader. normally the 52 in 1 readers and ones like that work well and really don't cost a lot on ebay. the only other thing you could try is to put the sdhc card in an sdhc device (such as a camera) and link it up to the laptop that way.
Go to windows explorer (Press the windows button on your keyboard and E simultaneously) and the SD card will show in the device list just like a normal hard disk. You can use it just like a normal hard disk as well to copy your files off from it.
S-Video would allow you to run your laptop onto a TV, you would have to buy an S-video cable and have a tv or box that is s-video compatible or buy a converter. You would connect the cables to the tv from laptop and Using th <FN> and <F5> toggle between lcd/external/both
