Ok i had the same problem and its hard to believe to me but it was true. So my mom's boyfriend told me, "If you have less then a 100 miles of gas in it. Then the engine will not turn over." So i filled it up with 4 gallons of gas and he pumped the gas pallel 3 times then tried to start it. It didn't start then he floored it and turned the key and it started right up. So i was amazed that was the problem of the car to be honest i thought it was the starter at first as well.
Try to start it in neutral. If it starts you have a bad neutral safety switch. If it doesn't use a 12 volt test light to check for voltage at the small solenoid wire at the starter while someone holds the key in cranking position. If voltage is present you have a bad starter. If no voltage is present check all battery connections and starter relay.

I have the same problem. Where is the starter located on a 1999 Dodge Intrepid?
Is the car in gear without the clutch pushed in? Is there any sound at all from under the hood when the key is turned?
