Sounds like a problem with your display adapter driver. Try updating the driver.
1: Right click on "My Computer"
2: Click "Manage"
3: Click "Device manager"
4: Look for "Display Adapter" and double click it.
5: If there is a yellow check mark or sign next to it, the driver is not installed properly. You can right click your adapter and try to update the driver, or you may have to go to the Fujitsu website and get the driver there.

My scroll wheel skips, jumps, scrolls backward or on its own. Can I fix it?

Take the roller ball out of the bottom of your mouse if it's the older style and clean the dirt and dust of the roller wheels with a q tip and alcohol. If it is an optical mouse try putting a piece of white paper under it when you use it this may help. If not it is time for a new one.

Computer screen jumps while scrolling up and down

This could be due to incorrect mouse settings. It may also be an issue with smooth scrolling in Windows. You can try both disabling and enabling smooth scrolling to see setting performs better.

Scrolling problem

It's likely to be a drivers problem rather than a card problem. When for some reason the Microsoft VGA driver gets loaded instead of the proper display driver, all the acceleration functions of the card are disabled. This can lead to the hiccupy scrolling you're referring to.

From control panel, go into display and see if your monitor is on either "(unknown device)" or "VGA compatible display adapter". Both indicate that Windows has forgotten the driver. If this is the case, go to Toshiba's website and redownload the driver for your machine, and that should resolve the problem,

Scrolling

simply the video refresh rate is not able to keep up with the rate in which you are scrolling, so it jumps.. check video drivers, failing that not much you can do about it
