Hello,
The typical cause of power up problems in a failure of the power supply filter capacitors. The board can be repaired by replacing the bad components. Below is a picture of the power supply board with the bad capacitors circled and below that is a link to a it that is available with the correct parts to rebuild that board.

Or www.digikey.com, just make sure to use caps with low ESR, 105c, high ripple current and long life rating such as PANASONIC FM or FC series.
