The issue that you are facing is a spyware issue where your computer and useraccount policies are modified by the spyware infection... Try starting the computer in safe mode with neworking by hitting " F8 " Key on the Bios startup Logo for acer and then using Safe mode with networking go to the administrator account and run scans using these softwares...
