Test all leads that attach to your hard drive including electrical extensions,IDE,SATA
the leads from your motherboard to your hard drive make sure they have a secure connection and are not faulty or just replace them there probably old and faulty

Is there a floppy or USB drive connected to the computer at boot? It might be trying to boot off of it, and fails because there aren't any bootable systems (a common case). Simply remove the removable drive and continue/reboot. (You can also set BIOS to boot only from hard drives, or to never boot from removable devices.)
A hard drive error would usually give a different message, save for those errors where the HDD is completely unseen by BIOS.
