As the load goes up on any gas engine, the governor is supposed to open the carburater as needed to keep the engine speed up. It is normally a vertical lever with a spring attaching it to the carburater throttle linkage. Look it over and you will see it. Is it working?

It sounds like the choke is the most likely culprit. Take the air cleaner off the throttle body/Carburater. Have someone cover most of the throttle body/Carburater intake, if you don't have help use a piece of heavy cardboard. If it starts up right away it's the choke. Note: if you use cardboard don't rev the engine you may **** the cardboard into the engine.
I'm afraid with all the different types of choke controls I can't tell you how to fix your choke with out actually seeing it.
Champion carburetor is just who built it,it is most likely a carter or a rochester, check the fuel ,make sure that is o k,if it has points, then that could be the problem.Change the carburetor filter,it is screwed into the carburetor ,where the fuel line screws into.
Sounds like the electric choke. Is it a round black plastic around 3".Been a long time since I have looked at a carburater. That was the only thing electric that I can think of.
See if you can move the parts on the carburater that are supposed to be controlled by the wire. Most likely they can turn, but it is the wire that is not working. The cable is 2 parts; an inner wire and and outer sleeve. Most likely there is rust on the inside. Sometimes you can soak the wire with a peneterant and work it loose. Best bet would be a new cable.
the start button sends a electric current that starts the motor and latches a relay/solenoid. the relay is damaged and does not latch, it needs to be replaced, is not expensive, and simple to find with the model number given above, at your local parts store. buy the new one first, the store guy will tell you which panel to remove to locate the old one, I am unsure, just remove one wire at a time and place it in the same terminal on the new one.
the pic is a 'typical' wiring diagram (actually maytag) the start switch and relay are represented in the center.
