Try turning your DTA 1030 off, then on to clear the menu.
You can use the code search feature of your RCA universal remote to find something that will handle your DTA 1030. If a search through all codes stored in the remote fails, you may have to try a different universal remote. All universal remotes, even others in the RCA "family" do not contain all possible codes.
I also have an early RCA universal remote with the number 97P04730 stamped on the battery cover. I do know if that is the part number for the remote. There are buttons labelled TV and VCR, presumably to select which device the buttons will work for. This remote has a "search" button, but no "code search" button that is found on later RCA remotes. I have spend several hours searching the net for any information on this device. The only thing I found was a post that claimed this early remote is programmed by pressing and holding the device button (TV or VCR) and simultaneously entering the device code. Because this is a very old remote, it probably uses 3 digit codes. There are several places that list RCA 3 digit remote codes. I have tried to program mine this way, but I have not been successful. Possibly my remote is not working correctly, but it is putting out IR.

Push in and hold code search button until it stays lit, then pushed the
TV button, it flashes quickly. Then hit the number zero once, then hit
channel up button until tv finally changes channel. Hit the mute button
once to get it to store the code.
