This is a driver issue, those hot keys on the top are recognized by your computer through drivers.
First try restarting your computer. This usually resets your drivers to normal again and might work if it was somehow disabled.
Secondly, try downloading the first driver here
This should reinstall the drivers to make those hotkeys work again.
Hope this helps,
Best of luck!
You need to be more specific when you post a question: eg. laptop/pc model and Operating system. Hot Keys including Wireless on/off are specific to a Laptop and are 'programmed' to function: re-installed the Hot (or Smart) keys driver that came with the laptop. If you don't have the installation drivers CD/DVD, you can always download it FREE from the manufacturer site. Hope it helps and let me know if this information is useful.
