Trying to hook a PS3 to a samsung DLP tv but it will not show a picture or sound with the HDMI cable for blueray movies but will show the games fine. It also will not allow me to see the PS3 main screen only the game being played... Is it the TV Settings? PS3 works fine 2 different LCD tvs...

Have you tried changing the output video settings of the Blueray player from NTSC to PAL or vice versa? Also check that Blueray has HDCP turned on or off, depending on your TV set.
What's the make and the model of the TV?
I have a Samsung HLR56 TV with the same problem. I am guessing the problem is the lower board you mentioned and am considering buying one so I can replace it. www.shopjimmy.com might have it so if I order it I will try it.
The PS3 can be hooked up to the tv using either a HDMI cable or the old RCA (Yellow, Red, White) cables. If you are having problems viewing a picture or hearing sound, here is some trouble shooting you might want to try.
Connect the PS3 using both the HDMI and RCA cables. select the HDMI input on your tv. turn on the PS3. If you cant see a picture, press and hold the power button until you hear 2 beeps (this will take about 15 seconds). This resets the PS3 to the old RCA cables. Select the RCA input on your tv. Hopefully you can see the image and hear the PS3 now. Go to the settings on the PS3 and change the display settings to output video through the HDMI. Remember, your tv can only go as high as 1080i resolution, so you wont see anything if you select the 1080p resolution.
If this didn't work, you might have a bad signal though the HDMI cable. Unplug the tv and PS3 for atleast 30 minutes, and then connect the PS3 to the tv before you turn either one on.
If this doesn't help, then you might have a HDMI cable that isn't recognized by either your PS3 or your tv. Try replacing your HDMI cable.
you need to configure both to hdmi or not to hdmi in order to get any picture out whatsoever on the xbox its a switch on the video and for ps3 it needs to be done in the settings but they both need to be done before changing tvs otherwise
I get this too with my Samsung. Are you watching HD content or standard (cable, satellite) tv? If it's the latter, that's why. The lack of quality really shows on analog signals. The shows that I Tivo look horrible a lot of times. Another thing is the connection to the television. If you are using standard RCA connectors, try switching to either component or HDMI.
