This means your never getting to the Operating system. Can you do any DOS hard drive diagnostics? I know a lot of my question depends on what kind of computer stuff you have from the past but many troubleshooting methods still attempt to see if hardware is working using Disk Operating System tools such as chkdsk and so.
If the DOS operating can not access the hard drive- it may not be spinning up or the boot sector may have been damaged by a trojan horse or virus. I have repaired the boot sector with a dos command before. There are many other issues that can also cause this it is not just one thing. It can be badly seated memory chips, capacitors on the motherboard that have puffed or leaked. I have even had a processor overheat due to fuzz and grease as it was used in the kitchen in the processor heat sink- cleaning is all it needed. If you can not get past the CMOS screen then that would point to a hardware problem. Just some thoughts- it probably needs to be seen by a good Computer Technician.

When i start my laptop it shows the dell loading screen then goes to a black screen where you can start windows normaly or go into safe mode. when you click on start windows normaly it goes to the windows...

You may need to reload windows on the hard drive. However try this first: reboot the system. Tap F8 to get to the system menu. Go to Safe mode and see if windows will load from there. If it does- try System restore to a point before the looping issue started. If it still loops, tap F12 at the Dell screen, and select the image to restore the system (reload to factory default). If you do not have that option, you will need the install media that came with your Laptop to reinstall the operating system entirely. If you do not have the drivers disk for your system- you will need to go to Support.Dell.com, enter in the service tag of your system, and download the drivers for your system.

Good luck! Also, as a reminder: Use your burner or an external hard-drive to backup your college work. Nothing makes you hate life more than having to retype a 20page paper from your edited rough draft and outline due to a system crash or virus! (personal experience. History paper.)

LanParty Crashes All the time

The capacitors on the motherboard have aged and they aren't capable no more of filtering the current to the processor. Either you replace them, good soldering skills are needed for that, or just replace it entirely.

Game crashes after displaying splash screen.

From the specs so gave about your computer, I would assume that it should be able to play it with the graphics card in your system but it may be that it doesn't support your graphcs card.
