I have the same wine cooler and it just started to exhibit the same symptoms you desribed. I too found that the upper fan is not working and will when placing in a different slot. I acquired it form a friend so I did not have enough histiry to know if the upper fan being off, maybe off at certain times, was normal or not. Did you have any luck in fixing yours. If yes, I would love to know what was wrong.

I think the compressor of the cooling refrigerator is not working. Otherwise the refrigerant gas has escaped from any leakage. Please check two above mentioned things. Gautam Kr. mandal, Durgapur

You'll need to take the defective fan out and take it to some type of hvac distributor in your area. Fan blades generally come off of the shaft of the motor by one or two allen screws.
What type of noise is it making?
You may also consider the motor. If the noise isn't caused by the fan blade hitting something when it spins the noise could be coming from the motor. For that type of unit, the motors are very small and only have two wires to connect them and usually a very small plug. If not you'd only need two wirenuts and some electrical tape. It's just very important when you replace the fan that you match the voltz, hertz, rotation, and hp.
