Yes, it does need a negative feed to the various compoents, the fact that you have not indicates that the feed is open somewere,
It could be anyone of a number of conponents in the dryer, you need to trace the neutral feed from it's source.
Plz rate this solution.
Thanks.

My Tumble dryer is not heating up

you might have a bad fuse, It's should look like a white plastic with just 2 terminals on it , if you check with an meter it should normally be in a closed position for the heating element to work,

Tumble dryer working but no heat no matter what settings

in 99% of the case its the heating element take the dryer apart and run your hand around the element in most cases the burn causes a burn/blemish on the element a dangerous but simple way to check if you dont know how to use a multimeter is to run a power cord dirrect to the two points on the element polarity ( positive negative) does not matter if the element does not start to heat up its blown / replace it

best of luck

Dryer tumbles, no heat

Fist thing to check is if the manual reset on the heater box has tripped. That dryer can be serviced from the front. Also, there is a heater upgrade kit that can be purchased from Fisher Paykel Parts that has several updated parts in it for the top load electric dryers.

There are several things that can cause the reset to pop out. You may have a lint build up behind the shroud where the lint bucket fits.

This is a complicated appliance. You may wish to obtain a service manual for it.

No heat on tumble dry programme. Display flashed F 13.

You need to replace the heating element for the dryer which is positioned on top of the outer drum. Remove the top cover of the machine and locate the heater.
