Upon searching i have found a similar problem which was similar to you and the solution here may help you,i think.
Solution:

Removed the drive from the box, and attach to computer Desktop as slave.

1) There are some slider latches on either length wise sides. Once disengaged top should come right off. Or just crack it open.
2) Once opened remove screws from metal Cage, and remove top of cage.
3) Remove three screws holding the USB adapter card. (All visible screws) Not the ones on the actual hard drive.
3) Carefully remove hard drive and the attached usb adapter card in one piece.
4) Remove the USB adapter card from hard drive.
5) Turn off computer to be installed, and unplug. Install drive direct, as slave. No jumpers to move since the drive is already set to slave.
6) Plug computer to test and if it is read and mounted, your ready to go.
7) turn off computer, and unplug. arrange cables in desktop case.
9) Close up the service panel and plug your computer back up.

I need to be sure before sending it in for recovery and spending $800. So I connected as slave to 2nd desktop computer and it mounted. This means that the "USB adapter card" that came with the maxtor3200 was faulty. It was recommended that the best way to back up on another hard drive is to directly plug your hard drive into your computer as slave.

this is the solution which one person have given in the forum when he have experienced the problem.i think it can help you

another reasonable posting from the maxtor site itself is that the object has been damaged.
any way try the first thing and i think the trying may result in a good result.thank you

The power supply needs replacing for the computer. But to prove this out, if there is a "spare" lead left in the case from the power supply swap it otherwise disconnect, lets say a CD drive, use its power lead and connect to the drive. restart the pc ..

If Code 10 appears, the drive has most probably failed. Verify by trying the drive with another USB cable or port, or on another computer. You can begin a drive replacement order online.

Though I am sure that your drive has an electronics(hardware) problem. Still before going to the company for replacement. Try these two things. Update driver and update drives' firmware.If these two doesn't work, Replacement is the only option.

    Please go to control panel>administrative tools>computer management click on disk management and see if the drive is listed,

    if it is listed right click and click format if there is nothing on the hard drive

    when the format manager comes up you will most likely want to make the file system NTFS.

    From there the computer will format the drive and assign it a drive letter after that it should recognize the drive.

Hi and welcome to FixYa,

Initially, pls try:

  • connect the Maxtor to another PC, if the same error, then confirmed that is a Maxtor issue. In all likelihood the hard drive inside would require attention;
  • if error message is not displayed and Maxtor works, then it is the first computer's USB ports that would require attention;
  • if it is the computer's USB port(s), either update the USB driver or rollback the driver.
Good luck and Thank you for using FixYa.

Most probaly the drive is dead and needs replacememt but you can try this instruction as some time this gets solved.
So here is the solution. -----
WARNING! DOING THIS WILL VOID YOUR WARRANTY! ------
1- Disconnect the HD from USB and power supply. ------
2- There are 2 screws at the back. Unscrew and open the box. (The plastic is kinda hard to open be careful) ------
3- Now you have a metal box in your hands. Unscrew and open it. -----4- Now you will see a HD and a controller board. There are 3 screws that holds the controller board. Take them out.--------
5- Now slide out the hard drive and controller board out gently. ---------6- Unplug the controller board (power socket and IDE socket)from the Hard disk. --------------
7- Look at the back you will see jumper settings. (Mine was set on Cable Select.)--------
8- Take the jumper out and plug it to Master ON position. now put it all back together. and follow these steps, . I hope this helps.

There is a list of all the error codes and what they mean on the Microsoft website. You can print it off and can use it for later if something else comes up.

This device is either not present, not working properly, or does not have all the drivers installed. (Code 10)

power off the pc, check the power supply to the drive is good, check the ribbon cable to the drive is good. If required swap a "known good one" to the drive instead, power on the pc, press del to enter CMOS in the first page on the menu, check the hard drive is shown as a piece of recognised hardware, if yes the cables are all good, save and exit, boot to windows see if this has cured the problem, if not then either drive is not working or the cables are faulty or the motherboard channel it is plugged into is at fault, if this is the case try and plug the drive into IDE 1 instead of IDE0 and try again.

Many possibilities may lead to the problem, let’s use steps below to narrow them down:

1. Has the Maxtor External Hard Drive ever worked on Vista before? If it never works fine, please also try to connect it to other computers, including Windows XP-based computers. According to this, please contact the manufacturer to confirm whether it is a damaged device or an incompatible-with-Vista model.

Windows Vista Hardware Compatibility List may help you to check it:
http://winqual.microsoft.com/hcl/

2. Based on my experience, Code 10 error is also very possibly caused by legacy drivers for USB devices. Please contact the manufacturer to confirm whether this is a driver problem and require further support.
3. In case of other possibilities, I also provide you a KB article containing a hotfix. Only a few USB device errors with Code 10 may be caused by the this reason. Therefore, I highly recommend you not to try this step before contacting the manufacturer for information in step 1 and step 2:

Note: I suggest it for your reference and I can’t guarantee it’s the right solution.

Error message on a Windows Vista-based computer that is running a USB composite device: "STOP 0x000000FE"
http://support.microsoft.com/default.aspx?scid=kb;EN-US;934796

You may get the hotfix in the following page (fill the KB Article Number blank with 934796):

If I misunderstand anything, please let me know.

    General Symptoms

    Exclamation mark appears beside Microsoft WPD FileSystem Volume Driver under Portable Devices in Device Manager; Uninstalling & Installing the driver has been tried, but fails and prompts Error 10.

    Other Symptoms

    1. Maxtor External Drive doesn't work;

    2. : Media player can’t play audio files and has red X mark beside them;

    3. But if deleting the Microsoft WPD FileSystem Volume Driver, playing sound goes fine.

    Based on my experience and research, I suspect a confliction between Microsoft WPD FileSystem Volume Driver and some 3rd party drivers in these issues. That leads to collapse of the former one.

Hi,

The Code 10 is" can not start" error is the problem.

Keep the Maxtor connected, restart your computer and go via Control Panel, System to Hardware Properies and finally Device Manager. Click on the driver with marked with the yellow spot and uninstall this (USB Storage) driver.
Restart the computer (in my case the Thinkpad T41 notebook) and it will automatically detect "new hardware" and re-install the required driver.

Hi, I get an error message when I try to connect and install a Maxtor 500 GB external hard drive to my computer. The message reads "the device cannot start (Code 10). Can you assist?

What is the error message you get?

What OS are you using?

Depends on your hard drive, some computer commonly ask for a driver when you plug something in it. might as well try reading the manual of your external hard drive, if it doesn't require a driver, then the problem "might" be in your operating system and/or in your computer.

Try to format the Maxtor.
NOTE: obviously backup all important data to a removable drive or CD.
You will have to reinstall windows. so before doing this, make sure that you have the cd and Product key (usually on CD case).
