Dell E310, XP2 Home Edition

I have a mega-crash on my Dell computer. I am using win XP2. I have tried safe mode. Last known good config., cleared all plug ins, antivirus, utilities etc. to no avail. I get the following dialog msg.: A problem has been detected and windows have been shut down to prevent damage to your computer. If this is the first time you have seen the stop error screen, restart your computer. If this screen appears again, follow these steps. Disable or uninstall any anti virus, disk deframentation or back up utilties. Check your hard drive configuration, and check for any updated drivers. Run CHKDSK /F to check for hard drive corruption, and then restart your computer. Technical information: *** STOP: 0x00000024 (0x00190203, 0x83180778, 0xC0000102, 0x00000000)

I cannot get past the above screen. No matter what I try. Safe Mode, Last known..., Safe Mode with Command Prompt, F8, F11, F12 during start up. Nothing works.
just the blue screen with the same message.

Restart the computer, and keep pecking on the F8 key at the top of the keyboard. Cursor down to Last known working configuration, System Repair, or enter Safe Mode. In Safe Mode you'll be asked if you want to use System Restore. Use Safe Mode to select a date before the problem first arose.

Dell Inspiron 530s/531s desktop, Win. Xp home...Windows stops responding at the ''Loading Personal Settings'' cannot boot in safe mode.

try to boot in "Last good known configuration settings" by restarting your pc and then press F8 before windows appear and then select the boot option i mention above. if this not work since you said that it can't boot to safe mode, your other option is to repair the windows or else reformat it. when you repair the windows you must have windows xp home edition cd installer, you load it to your cd/dvd rom and then restart your pc and press F2 or DEL button before windows appear in order to go to setup bios settings. in bios settings, you choose boot order setup and setup first priority to cd/dvd and press F10 by saving the changes and then press any key when you see the prompt so that it can boot up to windows xp home cd installer and then follow screen instruction that you arrive to windows repair option.

When i turn on my computer it shows loading screen than restarts and keeps doing that over and over

try to press F8 before the loading screen appears. You'll get a menu where you can choose different options. if you installed a driver or software the last time before you restarted and the pc worked fine, then choose "last known good configuration" if this doesn't help, try safe mode, and uninstall software driver you installed before this problem appeared
good luck

Try go into BIOS by hitting the DEL key or F1 or F2 as you start and go to save Cmos config. then reboot.
The other approach is Last known Good config is the best. This can be brought up after presing power button then by tapping F8 till screen apears.. Select Last known Good Config
