Of course you've clicked "refresh" wireless network list? Go to the working computer and in a DOS box type IPCONFIG /ALL to find the gateway address for the router. ( Or refer to your wireless connection utility ). I will probably be 192.168.0.1 for example. In your browser address line put HTTP://192.168.0.1 and click the arrow. You should be talking to the router now, default id and/or password is typically ADMIN. Go to wireless settings and make sure SSID broadcast is turned on. Also note the SSID name, encryption type ( WEP, WPA, etc ) and note the key, if any. You now have enough information to connect the second computer. Yeah, this is complicated. If it's more than you want to know best get a friend to help you, though I may be able to answer specific questions once you get into it.

Remove the neighbor's network from the preferred network list.
add your own network in the list. If your router is old router then upgrade the firmware of the router. Firmware is the software of the router.
You have connected your laptop to the router, to secure the wireless network. When you connect the laptop to the router, make sure that the wireless network connection will be disabled.
Once you change the wireless settings, enable the wireless connection and connect to your network.

you log into the router via an Ethernet connection, and go into security, generate your "Key" and save it to a notepad document, then save the configuration, and exit. now at the "Client" PC, when you try to "Access" the SSID, network, you will be asked for the "Key" copy paste the key saved on a USB flash drive, or written down, and you should now be able to connect. manual and support at link below. That message means that your wireless security key has been changed to a different password. All you need to do is go to Network and Sharing Center > Manage Wireless Network, then delete all the listed wireless profiles there. Now click on Add > Add a Network that is in range of the computer > Choose your network and connect. Make sure to type in a correct network key. That should do it.
