Discovered it when was plugging in the usb in the front usb port . checked getting it in the rear mobo pannel and the entire rear of the case using antec 200 getting on the insides to . checked the harddrive same thing , checked the cpu heatsink was the same . even turned off the psu switch while keeping it plugged in the power outlet and desktop still the same and getting a bit of the same current in the monitor vga cable aswell (using a dvi to vga converter)
I would suspect the DVI to VGA converter because as you say, you turned off the PSU. What kind of voltage is this current? Is it DC or AC? Is the converter powered?
It's likely that something is shorting to ground. Since the ground is by default connected to the case, that would explain why it is detectable in so many places. However, it is surprising to me that you would detect current from the CPU heatsink.
Your case could be conducting EMF (microwaves, radio waves) from some other source, such as a nearby transmitter. Test a random hunk of metal to see if you get current from that too.
Reading current on the meter when you touch a hard drive case for example doesn't necessarily mean there is current going through your hard drive when you are not probing it. It simply means there is voltage there. The voltage seeks the easiest path to ground, which while you are probing it, happens to be through the probe.
Sounds defective. If it's new or under warranty, have it replaced. If not buy a replacement.
These things are rarely user serviceable so unless you can find a worn wire or another reason for your short, there isn't much you can do.
