You need to see if your power wire has power to it. use a dvom or a test light if your getting power from your power source and the unit still does not work them you need to check out another ground source for your ground wire.

If there is no power on your power wire then I would run power directly from the battery source like your cig adapter.

#15207 timer, Need to know what post to connect the black and red wire to from the breaker and what post to connect the black and red wire to going to the hot water tank.

Normally, timers need to have a seperate power source for operations besides the power source it is controlling. Two posts should read "clock" for the timers power source. The other power source that is being controlled uses "line" for the incoming and "load" for the Hot water tank. Hope this helps.

For your system to boot up properly, you need an identical power supply for your system. Most likely the reason why your system won't boot up right now is because you purchased a different power supply and it is lacking something(which is the other pin).

Why won't it plug into my Toyota Highlandr power source or the lighter?

You need to check if the charger is working properly first before you can tell where the problem is from. Try to use the charger in another cars cigarette lighter or the power source, if it works there, then it means the problem is from your cars power source and cigarette lighter and if it does not work, then it means it is the charger that is faulty and need to be replaced.
