Ok ill try to explain this the best way i could the power light and the charging light on the bottom of the laptop are both flashing green and the three lights at the top for you nums lock and caplocks well all three of them are flashing what is causing it to do that it will not load up anything at all....

The reason the battery indicator would flash is because its reaching the end of its useable life. Meaning that it will become harder for the battery to keeps its charge until it finally doesn't keep a charge at all. best thing to do is when your not using your laptop unhook the charger to it so its not always charging the battery.
To fix the problem though you'll have to get another battery unfortunately.
just had the same problem- the socket where you plug in the adapter had shorted out-needed to be resodered-no big~100$ BUT my ac adapter was bad as well- may have caused the short (they are cheap on ebay)
First remove the battery from the PC! Leave it off for a short period of time! about 2min. This allows the computer to erase anything in temporary memory. Place the battery back onto th PC and try to boot it up. The other thing you can do is boot the pc up with just the power cord in place. See if it boots just from the power cord. Sometime the batteries from dell causes the whole entire PC to become unresponsive.
