This will be a burner problem as in the laser is no longer able to read a disc and tell if it's full, empty or formated. I doubt it's a software problem, but you may have a faulty cdr disc so check a few or a different make as not all are compatable with all burner makes.

My DVD Drive keeps asking for me to insert a DVD and there is already a DVD disc in there. This happens when i try to burn a DVD. I have been using Ashampoo to do this.

Does your computer _READ_ any CD disks?
Does your computer _READ_ any DVD disks?

If not, then your NEC writer has "failed" -- spend $40 to buy a new CD/DVD Dual-Layer reader/writer.

I have a NEC NR 7900A music burner that came with my dell

It Sounds like you need a CODEC, to DECode the movie, so that it will burn it. Try this: goto http://www.dvd43.com download the decrypter. Install it, and you should be able to burn most, if not all the newer DVD's.
Let me know if this does not work for you. If that happens, let me know what version of Windows you are using

How can i fix

you need to check the Master slave settings of this device, you can only have 1x master & 1x slave on an IDE channel, if you set to the wrong one then the devices will conflict, if you are replacing a drive check what setting it had and replicate the same setting on the replacement CD drive. the master slave setting pins are usually next to the 40pin IDE connector on the back of the drive. hope this helps :D

Wont recognize burned disks

This does sound like a defective drive, most likely a laser / reader issue, because the refractive properties of the CDR is different from a "pressed" disk it looks like thia failed TOC seek issue, the head starts at the center of the disk and reads outwards, the click noise is most likeley the head reaching the terminus (the outer limit of the motorised movement), the drive then unable to find the TOC gives up and decides the disk is unreadable. if this drive is within the manufacturer's Warrantee period I would reccommend sending it back.
