Hello,
You can't charge the camera with the USB cord because the camera dosn't have a charger built inside. You need to use an external charger. Here is a link showing several sites that have battery chargers for this camera.

I never cared much for the dock. I bought NP900 batteries and chargers on ebay, pretty cheap and worked well for my Vivitar 5340s and Sealife DC500 (same camera) - then use card reader to download from the card to computer.
I do have a spare dock, but really - you don't need to buy one.
