At first the display started flashing H2O but there was water in the machine. After draining all the water out the error code F-08 appeared. There is no indication in the manual to what the problem is and i can't find it on any forum....anybody?

F08 normally indicates heater relay stuck, contact could be welded closed, therefore the relay cannot be activated,
This problem unfortunately means you will have to call an engineer, as it is not something you vcan fix yourself.
You can try thumping the top of the washer, it may release the stuck contact, but it is likely to occur again.

E13 is the error for not draining ,, OR a suds overload issue?
The error code indicates a long drain condition. If the unit is not draining completely check the coin trap/clean out again. If it is clear then reach in there and rotate the pump impellar with your finger. It should have a little resistance but not a lot. If it is catchy, or hard to turn then replace the pump.
If the wash still won't drain and give you the error code again and you have checked and cleared the filter to the drain pump the you need to replace the drain pump and then clear the codes from the washer computer.
This error is shown on the display due
to:-- Drain time exceeding
more then 8 minutes, the water valves
will stop functioningand the the water valves turns off and "F/02" will be
displayed on the screen. NOTE: in some cases it
has been noticed that 4 minutes the "Suds" error displays, and then 4
minutes later the F02 error displays. This Will Help.Good Luck.
I had this issue also and it was because I started the machine and had not turned on the water to it. However, it cleared when I unplugged the power cord, waited about ten seconds, then plugged it back in. I guess they need a "reboot" once in awhile, like a computer - at least mine did. Hope this works for you, too.
The FL error code means: Flood Condition: FL flashes if any overfill condition occurs. This condition occurs when excessive water in the tub causes the overfill switch to trip. The control must realize that the trip was due to an overfill condition instead of a suds lack condition in order for FL to be displayed
With an overfill condition, the beeper repeats a warning every 10 seconds with no time-out. The pump is cycled in drain mode for 30 seconds on, 30 seconds off until the overfill switch resets or power is discontinued to the unit.
Press STOP/CANCEL to clear the display.
The problem on these are the water pumps getting clogged with lint or other things, causing the pump not to pump all of the water out at times.
There is a backup valve or flap in the drain assembly that seems to sometimes cause problems with the FL error code. The FixYa Team

NOTE: After 4 minutes the "Sud" error will be displayed, then 4 minutes later the F02 error code will be displayed.

Check the drain hose and make sure it is not plugged or kinked.
Check the electrical connections at the pump and make sure the pump is running.
Check the drain pump filter for foreign objects.
If the above does not correct the problem, replace the pump.
That code is telling you that the unit is draining to slow. After 15 minutes it is not below the low water level and will not spin out. The best repair for this is to replaced the pump on your unit.
when the machine makes drowning sounds and beeps error dry (while trying to drin out) blow strongly into the drain pipe. It should result in a higher flow of water out the drain pipe and error 3 should go away.
