Unless the electronics is broke you seem to be having a wiring related issue. Besides a loop then a short in cable or at a port.

Verify no apparent physical stress displayed on unit or cabling and the correct power supply.

One test for bad electronics is by removing all wires, then look for bent & touching conductors in any of the ports from a poorly crimped cord damaging the port. Try to straighten back into shape - 8 per jack or once the touched eliminated if meta fingers bent my not be able to use that port and check the cable ends for cause and don't use.
Without any cords return power. Only the power light should remain on after about 3 seconds. Any other light display says problem and after verifying correct power supply call it toast - it broken.
If only the power light is lit then connect the 8 conductor (4-pair) Ethernet cable from the cable or DSL modem. That port should light if that device is alive. Note: No telephone RJ-11 size 2 or 3 pair cords, if it fits in a telephone jack you got the wrong one and can damage a port physically. RJ-45s used in Ethernet
are noticeably larger.
Assuming no strangeness in the other lights with the cable/DSL modem connected add one cord at a time to the other ports. Stop and remove any that caused/causes the initially observed condition that is the problem leg; try a different cord and examine the problem cord for physical damage (cuts, tears, squashed blemished area, ends pulled such that conductor open, or two or more wires shorted on an end)
As to internet connection try with only link to Cable/DSL modem and one cable to a PC and then see if the PC is obtaining an IP address via DHCP filling in the interface settings. If Windows "ipconfig" if Mac OS/X or Linux "ifconfig eth0" at the command prompt in a terminal window. Ping the entry for gateway, if no lost packets the connection is sound PC through e-switch to modem. Enter as new problem with modem type and PC operating system if this is a problem after the wiring is straightened out.
When the switch is working correctly Power light is steady ON and Port lights are mostly ON but blink with traffic down that leg.
Does this help?

Belkin 7 port hub will not work with imac & leopard

Try any other power outlet source on the wall. Are you using the same adaptor to power up the new usb hub?
try the adaptor that came with the new usb hub. Most likely its the power source either the adaptor of the hub or usb hub or the wall power supply. Its strange that the new one is doing the same thing?
Let me know!

I only get a single red light on my tetrahub. it had all lights blinking yesterday. can this be repaired or do i need to get a new hub?

Connect the device that is working or showing the red light above it to the other ports to see if they will work with that. Most likely, something has shorted/fried/broke in the internals of the device and you will just have to replace with a new device. If you are confident with soldering and have knowledge of how electronics work, you might be able to open the device up and find the short/broken connection. Also, this might be a problem with its connection to the computer. Replace the power cable and cable connecting to the computer first, then try uninstalling and reinstalling any software it came with as well as any drivers.

When i plug it in with out anything plugged into it it automatically starts blinking select green lights is there anything i can do to fix this?

The all lights will starts blinking everytime the switch is powered ON.
This is normal process as the switch is checking the status of all its ports during startup.

Please wait for 5-10 minutes this activity will completed and the port lights will not blink if nothing is connected.

If it still blinks without anything connected to the ports then you need to ask the vendor for a replacement.

How do I set up a d-link dub-h4 to my laptop I have a power connection, a connection on the rear of the hub-4 going to an adapter connecting to the ps/2 connector on the laptop. Do I need one of the...

The connection on the rear of the hub should go to a USB connection on the laptop, not a PS/2 connection. A PS/2 to USB adapter is used to connect a PS/2 keyboard or mouse to a USB connection.

4 port HUB is connected. My computer doesn't show it. Help! It is all plugged in with USB cable and when I go to MY COMPUTER it doesn't show.

The hubs usually show up in the hardware list and not as a seperate device. Only way to know it is there is to plug a usb device into it.

I devised these simple steps that tend to remedy quite a few issues with most USB portable / external hard drives and devices (though not always)

A few things to check but assumes USB and Windows for other interfaces / operating systems similar steps may be adapted to suit.

1. Ensure it is connected directly to the computer to a USB 2.0 port not a USB 1.0 port as this can have effects on performance and reliability

2. Use only the cables that came with it NOT one that fits that may have been lying around or is longer. Not all USB cables are equal even though they should be)

3. Do not connect through an external USB HUB unless that hub is USB 2.0 AND has its own power supply.

4. Use ONLY the power supply that came with it if it has an external power supply Don’t use any other unless you know it has both the same voltage and current rating e.g. 12V 500mA anything rated below that would not work properly.

5. Always use the same port for connecting your devices. Some devices do not like being switched about. If switched they may want to install software / drivers again. This can be especialy true if you move a HUB to another port

If you checked and fixed anything there and still have issues then check your hardware from CONTROL PANEL / SYSTEM / HARDWARE.
Any exclamation marks by hardware need fixing before you investigate any further

Usb ports not working

Check your hardware from CONTROL PANEL / SYSTEM / HARDWARE.

Also check HP's support section on the web for any updated drivers especially for your laptops motherboard / bios

Once you have done that try some of the common fixes below.

His speed 7 port USB hub not responding - green light for devices does not stay on and device is not present in Mac window Mac USB ports work directly replugged all connections with no success

If it has its own power then it should be OK however if you have 4 devices connected pulling too much load then it wont work - check the devices to see if this is the case. Unplug one at a time and see what happens

Hope this helps
